Our QC publishing menus allow us to only publish a subset of the documents for a particular subset in order to speed up testing. For instance, the Citation publishing value has been set to 50,000 but that can be set to 1,000 to test a small job.
The default values set are all much higher than the actual value, however, for the citations there are now more than 50,000 documents and without adjusting this value we're not publishing the full set of citations anymore.
We want to increase this value for the citation jobs.
Updated the following control document on DEV to adjust the max number of documents for citations to 75,000:

The control document has been updated on QA.
All lower tiers have the citation publishing limit set to 75,000 now. We don't allow the QC publishing jobs to be run on PROD.
