Add to the CDR repository the two tranformation filters currently used by the GateKeeper for transforming exported PDQ CIS and DIS documents to HTML. Part of https://github.com/NCIOCPL/cgov-digital-platform/issues/825 epic.
Filters installed in `git` and on CDR DEV.
