Doesn't happen on PROD; it's been happening every night on DEV.
This turned out to be a regression for a bug found and fixed for OCECDR-4066. I don't completely understand exactly what happened, but it appears that someone merged a branch back into trunk without first refreshing the branch from trunk. Fixed again.
