This will bring us in line with the WCMS team, and eliminate some VS bugs.
I have two branches in svn for this:

DEV and QA have been running CDR Servers built with VS2013 for a couple of weeks. Same for the DLL under XMetaL and the loader program which logs the user in and launches XMetaL. So far, no glitches have popped up.
This has been deployed to production.
