It's a data problem, not something in the code. The document inside the CDR has PR as the full name. I've asked the users why. I'll let you know what they say.
~oseipokuw told me they had to use the shorter name to avoid problems with imported trial site data. Since we no longer import trial sites separately, he's going to switch back to using the full name. I've left the timing up to him (to be decided based on the publishing schedule).
This may be a non-issue after the most recent publishing. (See ~BKline's comment and note from William.)
I moved this into the CDR queue since it sounds like something that needs to be changed on the CDR side.
I think this is done.

Hi Volker,
I wasn’t aware that Bob was on vacation so I forwarded this to him
earlier in the week. Could you please take a look and see if you can fix
this display problem or forward to the appropriate person to fix it? The
State record in the CDR has been updated and the full name of the State
“Puerto Rico” is displaying now. However, “PR” continues to display in
addition to the full spelling of the name. “PR” needs to be removed from
the drop down menu but I don’t think it needs to be done in the CDR. I
am assuming a cache may need to be cleared or something along that line
to fix it.

OK, I see.
I’m guessing the problem is that the drop-down menu is created from the
database and the database is still listing trials with ‘PR’.
Looking at CDR683227 (NCT01190930), for instance, this document has last
been updated on 5/16, so if you updated the PR/Puerto Rico display
problem after 5/16 this trial will still show the incorrect state name
on Cancer.gov until it gets updated and published or hot-fixed.
Since the state name had only been updated on Monday (6/13) I would
assume that the protocols will all be corrected as part of our weekend
publishing.
We should look at the trials with ‘PR’ again on Monday if by that time the display is still a problem or is this something that needs to be handled before Monday?

I confirmed that the PR entry on Cancer.gov isn't showing anymore.
Please confirm and close the ticket.
Confirming that on Production, the trial NCT00899990 which has Puerto Rico locations, it is showing "Puerto Rico" and not "PR"
Additionally, when searching for trials by state you only see Puerto Rico listed. Before the weekend's update we had both, PR and Puerto Rico available as options to search for.
Confirming I saw only "Puerto Rico" in the state dropdown that appears on the Trial Description page when testing on the Stage Tier.
