WCMS has requested to have the tabindex value for paragraphs
changed.
This is a CDR filter change.
Bob reminded me that the tabindex is part of the HTML output instead of the XML output. I remembered that I implemented the tabindex as part of the Cheetah prototype but the XSL transformation is actually done in the Gatekeeper (WCMS) code.
