Description

We would like to replace "Office of Communications and Education" with "Office of Communications and Public Liaison" in the signature blocks of the following mailers:

Also, there's a short welcome letter variant, which has the old name, but I'm assuming that letter's no longer used, right?

We would like to change it in the headers on response forms, too - these changes are captured in issues OCECDR-3766 and OCECDR-3809.

The short welcome letter is no longer used (we are removing it in OCECDR-3764). Thanks.
