When a special licensee notification is being submitted the program
checks if the licensee is active or a test licensee. If this flag is
incorrectly formatted, the program fails and corrupts the file
ftp_vendors.db which is used for the weekly notifications.
We want to change the program to catch such a problem but not fail
completely and corrupt the vendor file.
We can make this change as part of the CBIIT migration since the notification software needs to be migrated to the new CBIIT FTP server.
