Since yesterday, we have not been able to completely download a media
file that is about 35MB. The download progresses to about 70% and does
not go past that for several minutes. Meanwhile, smaller files download
without any problems.

Unfortunately, I'm not able to reproduce this behavior, either from inside the NIH network, nor from my home office (which surely has a slower connection than you have to NCI). You may need to get your local network folks to help you troubleshoot the failures on your end. To help them with the process, you can give them http://bach.nci.nih.gov/cgi-bin/cdr/GetCdrBlob.py?id=CDR0000681068, which they can use to try and reproduce the failure without using XMetaL.

I just got home and tried it and I was able to download it without a problem. I will get our network administrator to look into it.
