Mark Leech left Lockheed and the production email notification
messages are now bouncing back.
We need to remove his email address from those emails affected.

I've removed Mark's email address from the following scripts:
CheckCTGovDuplicate.py - R9461
CheckRepublishWithrawn.py - R9461
CheckWithdrawn.py - R9461
These minor changes have already been copied to BACH to fix the nightly bouncing email messages.
William can confirm the DL the next time a message is being send out and then close this bug.
