The Admin status report on all EBMS tiers shows this error:

LDAP Server status: nci_edir (ldaps://xxxx.nci.nih.gov) Connection: Failed, check logs for details.
And the following appears in the error log:
Failed to bind to server. ldap error #-1 Can't contact LDAP server.Broken ldap_servers module disabled on DEV. Deployment
script modified to do the same thing on the upper tiers.
