In order to give an article the "On Agenda" state on the Full Citation page, the meeting cannot be currently taking place. However, this is often when I'm doing it (e.g., as soon as the meeting ends, which can be before the designated end time). Please display meetings that are in progress in the "Past Meetings" dropdown list under the On Agenda section of the Full Citation page. (Note: We already do this on the Import Citations page.)
