While reviewing the log files for the FileSweeper task I noticed that
one log file is getting continuously archived because it records a large
amount of error messages.
The program GetRecentCTGovProtocols.py is trying to insert new
protocol records to the DB table ctgov_trial but is failing
because the date for the column first_received cannot be
NULL.
I'm assuming the date inserted used to be stored in the CTGovProtocol
element firstreceived_date which doesn't exist anymore.
The XML document still contains a number of dates to pick from but not
the one we're looking for.

study_first_posted
results_first_submitted
results_first_submitted_qc
results_first_posted
last_update_submitted
